Located in north
central Georgia,
the Upper Oconee watershed encompasses segments of 19 Georgia
counties. The largest city positioned inside the Upper Oconee
watershed is Athens. Currently,
there are 25 groundwater permits issued for agricultural use in the watershed.
In aggregate, these permits allow groundwater to be pumped at a rate of 2,145
gallons per minute. Similarly, 124 surface water permits are dispersed
throughout the watershed. In total, these permits allow surface water to be
pumped at a rate of 86,322 gallons per minute. Together, agricultural groundwater and
surface water permits in the Upper Oconee watershed authorize total freshwater
withdrawals at a rate of 88,467 gallons per minute. This figure ranks 25th
highest out of the 51 watersheds for which data was available at the time of
